The Uganda Police Force has summoned city lawyer Agaba Maguru to assist in investigations into the fraudulent registration and transfer of land belonging to the late James Musinguzi Garuga located in Nakaseke District.
According to police summons extended to Agaba Maguru and Charles Byaruhanga dated February 12, 2026, issued by the Savannah Regional Criminal Investigations Directorate headquartered in Luwero District, police are investigating the handling of property described as Bulemezi Block 1004, Plot 2, located in Ngoma.
Authorities say Canon Maguru who is also Garuga Properties company secretary is believed to have information relevant to the matter and has been invited to appear before regional CID officers for grilling to aid the ongoing inquiries.
The summons, signed by Fredrick Wetaya, the Regional CID Officer for Savannah Region, directs Maguru to report to the regional
headquarters on February 18, 2026, at 10:00 a.m.
He has also been instructed to bring any documents or materials that may assist investigators.
The land title in question was in 2022 mutated into different plots of 127 hectare, 300 hectare and 848 hectares into freehold .
However, Canon Agaba and Byaruhanga got the same transfer forms of freehold title number of 2022 and backdated it to 2020.
The two former close confidants to the late James Garuga made a sales agreement of the same land but this time indicated on it a leasehold number.
It is reported that they were doing all this as their friend James Garuga battled for his life under Intensive Care unit at Nakasero hospital where he did not make it.
The said land was measuring 1227 hectares or 4.75 square miles (3000 acres).
In 2021, INCAFEX a company owned by James Musinguzi Garuga applied through Nakaseke district local government to mutate the mother title into 3 titles.
The 3 three titles were issued in 2022; 1.7hectares, 300 hectares and 848 hectares or 2000 acres.
On 16th July 2025 while the late Garuga was in ICU, Maguru and Byaruhanga got a title for the 848 hectares and backdated it and executed 2 documents.
They made a sale agreement and also backdated it to 2020 but made a mistake by indicating on it the leasehold title number which had been created in 2022 from a mutated title.
In 2023 they applied and obtained a leasehold.
Maguru ran out of lack after indicating a leasehold title number of 2022 and still backdated the transfer form to 2020 but put freeshold number of 2023 and purporting that the sale happened in 2020.
They further purport that Charles Byaruhanga an employee of Garuga Properties bought the land at about shs 200M without company board resolution authorizing the transaction.
Garuga family wonder where Byaruhanga a mere company employee obtained the said money to buy company property.
Police say the summons are part of broader efforts to establish the circumstances surrounding the ownership and transfer of the disputed property.
